Background

The aim of this procurement procedure is to conclude a direct contract with one contractor, to provide three two-day workshops on Risk assessment training from A to Z, by:

  • developing a training plan and training materials, covering three two-day workshops (approximately three months apart) with different training formats (such as lectures, desktop exercises);
  • organising and executing the training on site and measuring its success;
  • advising EFSA and the IPA countries, making recommendations on areas that need further improvement.

Objectives

The main goal of the Risk assessment training programme from A to Z is to train experts with a scientific background and an interest in food and feed safety risk assessment to expand their theoretical knowledge and practical skills on principles and methods of risk assessment. The experts from IPA beneficiaries (Albania, Bosnia and Herzegovina, Kosovo*, Montenegro, North Macedonia, Serbia and Türkiye) are to be trained on the principles and methods of risk assessment in food and feed safety, to enable them to understand, and potentially undertake, risk assessments, and to serve as members of various scientific committees and bodies at (inter-)national level.

Focus of the training programme will be on the basic principles of risk assessment, data collection methodologies and exposure assessment, including the importance of considering gender and critical/vulnerable groups. 

It will also cover preparedness for future risk assessment needs such as New Approach Methodologies, Combined Exposure to Multiple Chemicals, New Genomic Techniques.

Selection criteria - technical and professional capacity:

The tenderer needs to have experience in organising and facilitating risk assessment training activities, delivering workshops and/or functional exercises, and drafting reports, and have knowledge of EU legislation applicable to EFSA’s remit.

Each expert in the multi-disciplinary team must meet the requirements for relevant experience and must have an excellent level of spoken and written English.
